Dave Arnold is a managing partner of one of the largest law firms in southeast Virginia and also founded the robust eminent domain/right of way department within his firm. He has been practicing law for over 30 years, is rated “AV – Preeminent” by Martindale Hubble and is recognized by Best Lawyers in America, Super Lawyers and Coastal Virginia Top Lawyers in the field of eminent domain. Dave advises state agencies, municipalities, utility companies, and consultants in all phases of right-of-way projects and his

expertise is frequently sought for complex acquisition projects. He has achieved his SR/WA designation, is CLIMB certified, served as General Counsel of the IRWA from 2020-2024 and is past President of Chapter 52.
